Rise of Piracy is an action strategy simulation set across the age of sail, spanning ships and conflicts from the 1600s through the 1900s. Players begin with a small vessel and a handful of coin, then chart their own course through a hand-crafted sandbox campaign where every building, settlement and island has been deliberately placed rather than procedurally generated.

Progression drives the experience. Early missions and treasure hunts build economic strength and faction standing, opening paths toward grander ambitions. Players can assemble entire fleets, choosing from a wide variety of period vessels ranging from the light and fast Sloop to the devastating 120 Gun Ship of the Line. Taverns serve as recruitment hubs where crewmen can be hired to fill those ships, whether for boarding hostile vessels or storming island fortifications as landing parties. Every building on every island is destructible, meaning a fleet can bombard a settlement from offshore before sending crews ashore to conquer it. Islands vary in strength and composition, and capturing them secures resources.

Piracy itself is entirely optional. Over 200 commodities flow through the world's ports, each with trading routes and dedicated merchants. Players can add trading ships to their fleet to maximize cargo capacity, building faction relations through diplomacy and commerce. War, bounty hunting and treasure seeking all offer alternative paths to wealth. NPC factions wage their own wars, seize each other's assets and shift the balance of power in ways that ripple outward: blocking trade routes or flooding regions with warships. Players can engage diplomatically with any faction they encounter, forging alliances or exploiting the chaos.

Those who choose hostility face consequences. Fleets of pirate hunters patrol the waters seeking bounties, and campaign difficulty scales dynamically to remain challenging regardless of how powerful a player's fleet becomes. Conversations with settlement mayors and fleet captains can reveal information, while mysterious and dangerous territories wait to be discovered through exploration.
